In case you are wondering (and I doubt you are) the article helpfully includes this trivia:
...there has never been a report of a condom being used as a weapon.
I don't know about that. If you stretch it and snap a delicate part of exposed skin, it could cause a fairly painful welt. (Not that I've ever tried it.)
